Do URL shorteners pass anchor text and SEO juice?

Custom URL shorteners are just like any other redirects – if google try to crawl a page and sees a 301 (permanent) redirect link juice and anchor text is passed – so YES.

Most of the url shortener services like: goo.gl, bit.ly, fb.me and so one use 301 redirect.
